DEVELOPMENT OF THE NATIONAL MONITORING AND WARNING SYSTEM OF HAZARDOUS METEOROLOGICAL PHENOMENA TO ENSURE THE PROTECTION OF LIFE AND MATERIAL GOODS

General objective – improving the national monitoring and warning system of dangerous weather phenomena to ensure the protection of life and material goods. Specific objectives: 1. Optimise the detection and monitoring of atmospheric cloud systems by improving the technical performance of 3 meteorological radars. 2. Improving communication within the meteorological network by upgrading a number of 45 stations within the national network of automatic meteorological stations 3. Improve data management by implementing a modernised CDMS system using geospatial representation standards. 4. Increasing the quality of operational activities, forecasting and warning of severe weather events by modernising visualisation-dissemination, communication and security systems. 5. Optimisation of short and very short-term forecasts by modernising the data assimilation system and operational applications in the nowcasting forecast. By developing the national monitoring and warning system of dangerous weather phenomena to ensure the protection of life and material goods, the objective proposed by this project, the entire population of Romania will benefit from a modernised system for monitoring and preventing heavy rainfall generating local floods and floods. At the same time, the central and local authorities with a role in the prevention and management of emergency situations will be able to take in due time the necessary measures based on the information provided by the system for forecasting and warning dangerous weather phenomena, including heavy rainfall generating rapid flash floods or floods at regional/local level. The financing of the project will be ensured by LIOP OS 5.1. which results both in reducing the “economic damage caused by the occurrence of the risks accentuated by climate change” and “mitigating the impact of the negative effects of climate change”. The project avoids economic damage of EUR 1.128 million/year over a 30-year horizon, according to the CBA (point 4.2.2, page 12). The specific objective of the axis on which PA 5 funding is requested – Promoting adaptation to climate change, risk prevention and management is OS 5.1 Reduction of effects and damage to the population caused by natural phenomena associated with the main risks accentuated by climate change, mainly by floods and coastal erosion. The project falls under the category of financing actions within OS 5.1 regarding the modernisation of the monitoring and warning infrastructure of severe hydrometeorological phenomena in order to ensure the protection of life and material goods.
