The Danube River is strategically important as a transport network linking EU member countries of South Eastern Romania with those in Central and North West. Thus, the Danube is part of the Trans-European Transport Network (TEN T) and the priority axis “Rhine/Meuse-Main-Danube”. The project goal is to upgrade and to rehabilitate equipment and facilities on the Danube-Black Sea and Gate Alba-Midia, Navodari canals and to ensure good connections between the ports of Constanta and Midia and the Danube. The operation of the channels is directly dependent on the functionality of the locks equipment. For each of the two channels (CDMN, respectively, CPAMN), there are two existing locks, namely: On CDMN: — Cernavodă Lock: from Danube level until + 7.50 m BSR level; — Agigea Lock: from + 7.50 m BSR level until Black Sea level (-0.5 m BSR); On NEAFC: — Ovidiu Lock: from + 7,50 m BSR level until + 1,50 m BSR level; — Navodari Lock: from + 1.50 m BSR level until Black Sea level(-0.5 m BSR). The four locks have two parallel air locks (locks identical), and their dimensions have been established under the Convoy of the design considered in the initial design of the channel. In the absence of the rehabilitation works planned under this project, it is expected the reliability of the locks’operation will deteriorate significantly, with the effect of restricting more and more the capacity of the channel to accommodate the demand and therefore resulting in the respective traffic diverting to more expensive and less environmentally friendly modes. The project would have therefore a substantial impact by ensuring the long-term availability, reliability and safety of operations of the channels, as efficient access routes from Danube to Black Sea. Implementation of the project includes two (2) phases, corresponding to the two programming periods, respectively 2007-2013 and 2014-2020. Functionality of the objectives which are subject of modernisation and impact results will be reached at the end of the project. The main of the phasing approach is to maintain the navigability on the canals during the works, by keeping one chamber per lock operational, in parallel with rehabilitation one chamber in each of the lock in each phase. In the same time, the proposed phasing also matches the timeline of the operational programme and the available components.
