REGIONAL PROJECT FOR THE DEVELOPMENT OF WATER AND WASTEWATER INFRASTRUCTURE IN GORJ COUNTY

The overall objective of the project is to improve infrastructure in the water sector for the benefit of the environment and people. The proposed investments also ensure compliance with the water supply systems/agglomerations included in the project with the requirements of European Directives D98/83/EEC for water supply and D91/271/EEC for wastewater discharges. The project contributes to the achievement of LIOP results, OS 3.2, and compliance with EU directives, as follows: Until 2023: CO18 = 87.510 inhabitants; CO19 = 50.097 p.e. Of the total 149.831 inhabitants of the project area, the degree of connection to the water supply system in 2018 is 92.1 % – 137.926 inhabitants (of which 68.5 % – 102,652 inhabitants, according to the water quality distributed, 55.8 % – 83.641 inhabitants, according to the continuity of the service). 2S33 – After investments in LIOP, the degree of connection and compliance will increase to 100 % – 137,079 inhabitants, respectively in 2023 will be supplied with quality drinking water, 24 h out of 24 h, at the end of the project, respectively 87.510 inhabitants, i.e. 2.65 % of the target value of 3.300.000 inhabitants. Out of the total of 152.476 equivalent inhabitants (l.e.) in the project area in 2018, the degree of connection to sewage services is 67.9 % – 103.480 l.e., and 58.9 % – 89.792 l.e. represents the level of compliance in terms of the quality of waste water discharged in natural emissions. 2S31 – The degree of connection of biodegradable organic load to collection systems in agglomerations by over 10000 p.e. will increase from 74.4 % (88.476 l.e.) in 2018, to 100 %, after completion of the project, reaching 109.924 l.e. The degree of compliance in terms of the quality of waste water discharged in natural emissions will increase from 65.6 % in 2018 (78.037 l.e.) to 100 % in 2023 (109.924 l.e.). 2S32 – The degree of connection of biodegradable organic load to collection systems in agglomerations with 2000-10000 p.e. will increase from 44.7 % in 2018 (15.004 l.e.), to 100 % after the completion of the project, reaching 30.895 l.e. The degree of compliance in terms of the quality of waste water discharged in natural emissions will increase from 35.0 % in 2018 (11.755 l.e.) to 100 % in 2023 (30.895 l.e.). 2S79 – investments were foreseen for the modernisation of 2 SEAUs each serving an agglomeration with more than 10.000 p.e. (out of the total of 3 agglomerations with more than 10,000 l.e.) 2S80 – investments were foreseen to achieve 4 compliant SEAUs and for the modernisation and extension of an SEAU, serving 5 agglomerations (out of 8 agglomerations in the project area) with population between 2000-10000 l.e. For waste water, the compliant rates for agglomerations are verified and reported annually by the National Administration of “Romanian Waters”, while the connection rate to the centralised water supply system is reported by the National Institute and the National Institute is reported by the National Administration of “Romanian Waters” annually.
