REGIONAL PROJECT FOR THE DEVELOPMENT OF WATER AND WASTEWATER INFRASTRUCTURE IN SATU MARE COUNTY/NORTH-WEST REGION, IN 2014-2020

The general objective of the project is to extend and modernise the water and sewerage infrastructure in the localities of the eligible project area, in order to fulfil the obligations established by the Accession Treaty and the relevant European Directives. Through the project, the following indicators set out in the LIOP will be reached by 2023: CO18 = 61,564 inhabitants (of which 23,725 newly connected inhabitants) CO19 = 55,775 equivalent inhabitants 2S33 – The operating area from 75 % reaches 100 % – 101,035 inhabitants, and in 2023 23,725 inhabitants will be additionally supplied with drinking water. The level of compliant connection of biodegradable organic load (in l.e.) to systems for collecting l.e. in agglomerations in the project area is 28 % (22.611 l.e.). 2S31 – The degree of connection of biodegradable organic load to collecting systems in agglomerations by more than 10,000 l.e. will increase from 76 % (110.390 l.e.) in 2015 to 99.7 % after the project completion. 2S32 – The degree of connection of biodegradable organic load to collection systems in agglomerations by 2,000-10.000 p.e. will increase from 7.22 % in 2016 (4,765 l.e.), to 100 % after completion of the project in 2023, reaching 65.971 p.e. 2S29 – NA 2S30 – investments were planned to achieve 5 compliant SEAUs, serving 8 agglomerations (out of 26 agglomerations in the project coverage area) with the population between 2,000-10.000 l.e. The project will solve the water quality problems identified for some of the localities of the county. Satu Mare, referred to in Annex 9B of Guide OS3.2. For waste water, the compliant rates for agglomerations are verified and reported annually by the National Administration of “Romanian Waters”, while the rate of connection to the centralised water system is reported by the National Institute of Statistics and the water quality is confirmed by the Ministry of Health. The project is expected to contribute to the socio-economic development of the area by: — Stimulating private investment and tourism in the rural area with the creation of premises for the economic development of the project area. Access to safe and quality public water and sanitation services will stimulate companies, investors and developers to invest in the project area. This will also contribute to the creation of new jobs and additional revenues to local budgets, which will be used to develop communities and improve the living conditions of the population; — Directly creating additional jobs as a result of the expansion of drinking water and sewerage networks in the project area and the proposed treatment facilities. The estimated number of newly created jobs needed to expand services is 78 compared to the current level of the OR’s workforce; — Improving living conditions and reducing risk
