Extension and modernisation of the water and sewerage system in Vrancea County, stage II, LIOP

The overall objective of the project is to improve infrastructure in the water sector for the benefit of the environment and people. The proposed investments also ensure compliance with the water supply systems/agglomerations included in the project with the requirements of European Directives D98/83/EC for water supply and D91/271/EEC for wastewater discharges. Through the project, the following indicators set out in the LIOP will be reached by 2021: CO18 = 66.458 inhabitants CO19 = 57,438 equivalent inhabitants. Through these indicators, the project will contribute to achieving LIOP results, OS 3.2, as well as to compliance with European directives, as follows: The degree of connection to the water supply system in Vrancea is 81 % – 192.193 inhabitants (of which 65 % – 154.889 inhabitants, according to continuous supply to the quality parameters of the treated water). 2S33 – After investments in LIOP, the degree of connection and compliance will increase to 93 % – 221,347 inhabitants, respectively 66,458 inhabitants will be supplied with drinking water at the end of the project, respectively 0.83 % of the inhabitants requiring water supply at the level of Romania (8,018,086 inhabitants) and 0.35 % of the total inhabitants in Romania (19.175.019 inhabitants). The level of compliant connection of biodegradable organic load (in l.e.) to systems for collecting l.e. in agglomerations in the project coverage area is 50 % (119.475 l.e.). 2S31 – The degree of connection of biodegradable organic load to collection systems in agglomerations with more than 10000 l.e. will increase from 85 % (111.830 l.e.) in 2016, to 100 %, after completion of the project, reaching 130.812 p.e. 2S32 – The degree of connection of biodegradable organic load to collection systems in agglomerations by 2000-10000 l.e. will increase from 7 % in 2016 (7.645 l.e.), at 42 % after the completion of the project, reaching 46.101 p.e. 2S29 – investments were foreseen to achieve 2 compliant SEAUs, serving agglomerations with more than 10,000 l.e. (out of the 5 agglomerations in the project coverage area) 2S30 – investments were foreseen to achieve 1 compliant SEAU, serving 13 agglomerations (out of 24 agglomerations at project coverage level) with between 2000-10000 l.e. The number of inhabitants/l.e. whose waste water will be transported and purged after project completion, it will be 160.113/176.913 l.e., a total of approx. 0.87 % of total e.g. in Romania (20325520 l.e.) and a total of approx. 1.66 % of the litre still required to be connected to centralised waste water systems in Romania (10630137 l.e). For waste water, the compliant rates for agglomerations are verified and reported annually by the National Administration of “Romanian Waters”, while the connection rate to the centralised water system is reported by the National Institute of Statistics and the water quality
