MULTI-RISK – MODULE I

This project, as the first step of the IGSU Development Strategy for 2016-2025 (which is being approved by the Ministry), focuses on addressing only 5 types of risk from the variety of risks faced by IGSU in its specific missions: earthquakes, landslides, utility failure, technological accidents and flooding. The next steps will be established after the strategy has been approved and the risk assessment is finalised at national level, which will allow a prioritisation of the operational needs of the IGSU. The overall objective of the project is to increase communities’ disaster resilience by improving multi-risk emergency response capabilities The coherence of the project with Priority Axis 5: “Promoting climate change adaptability, risk prevention and management” is visible through the acquisition of modern equipment that provides a flexible operational approach in relation to adaptation to new living and climate conditions. Over the past 5 years, the manifestation of risks has undergone significant changes. Negative effects of the following types of risk: floods, landslides, failure of public utilities and accidents in industry have led to an increase in the number of interventions, material losses and rescued people. These increases have increased the pressure on professional emergency services due to the need for complex and diversified equipment to meet operational needs in these circumstances. Therefore, the equipment intended to be purchased can be used in a wide range of interventions, in line with the multi-risk approach set out in the IGSU development strategy. As regards the project’s contribution to the specific objective 5.2: Increased efficiency for rapid disaster response is ensured through the following courses of action: Improvement of the multi-risk situation management plan through the acquisition of technical means; Improvement of the material basis for organising and operating a camp for victims; — Improving the equipment and technical means necessary to search for and save victims from life hostile environments. These actions will lead to the fulfilment of the quantitative and qualitative indicators set out in Annex 5. The equipment and technical means purchased through the project are used to ensure a better response in the emergency situations caused by the five types of risk, namely earthquakes, landslides, failure of public utilities, technological accidents and floods, which can also be identified in the Danube Delta area. In this respect, we would point out that the project falls within the ITI strategy (ITI opinion Danube Delta). Socio-economic development must generate the right solutions to ensure life protection
