The Operational Programmes “Growth and Jobs”, the Europe 2020 Strategy, the National Development Plan 2014-2020 and the Guidelines for the Development of Social Services 2014. Project “Improvement of support system for social services” (hereafter – project) is implemented within the framework of the Action Programme “Growth and Employment” specific objective 9.2.2 “To increase the accessibility of social services support system for persons with disabilities and children” within the specific objective of 9.2.2 “Improvement of the support system for social services” (hereafter – the project). The aim of the project is to improve the social service system by developing and approving the financing mechanisms of society-based social services and the mechanism of implementation of personal services.Project target group:1. minors with mental disabilities, to whom the State Commission of Health and Capacity of Experts of Expertise for Health and Work Capacity has determined severe or very severe (disability group I or II Disability Group) disability (hereinafter – persons with mental disabilities); 2. Children with functional disorders, for whom the VDEVK has been designated by the disability, and their legal representatives or foster family. The project will implement the following actions: 1.Development and Implementation of Company-based Social Services Financing Mechanisms;2.Development and Implementation of the Support Person Service;3.Information and Publicity Measures on Project Implementation;4.Project Management and Provision of its Implementation;5. Development and implementation of a respite service in the dwelling;6. Development of methodology for determining the amount of support for children with functional disorders.Planned Project Outcome Indicators – 2 community-based social services funding mechanisms have been developed and 1 support personal service and its implementation mechanism. The pilot projects carried out within the project will involve 680 target group members. Within the framework of the project activities will also be developed a respite service in the dwelling and methodology for determining the amount of support for children with functional disorders. The project will be implemented throughout the territory of Latvia, the planned funding for the implementation of activities is EUR 4727073, including ESF funding EUR 4018012 and state budget funding EUR 709061. Project implementation period from quarter III 2016 to quarter IV 2022, implementation of the project will be monitored by the Social Services Development Council.
