The aim of the project is to establish an education quality monitoring system for the development of education quality, which is based on statistical information, comparative education research results results, measurement and analysis of national level student achievement and other indicators characterising results of education institutions, analysis of centralised exam results and use and analysis of accreditation and licensing, as well as information on quality assessment of pedagogues, taking into account the strategic goals and results of the sector to be achieved in the medium and long term. The target group of the project is state institutions, which are responsible for development and implementation of education policy, including development, supervision, assessment of quality of education, as well as international research implementation in the field of education policy. There are already several education quality monitoring processes in Latvia, such as the state test results counting system, accreditation of educational institutions, evaluation of professional activity of teachers, implementation of international comparative education research, accounting of education statistics in the State Education Information System, however, there is no unified system for monitoring quality of education that allows analysis of correlations of results of different processes, assessment of their impact and, as a result, development of evidence-based education policy at all levels of education. Consequently, three main eligible activities are planned under this project:1. Development, approbation and implementation of descriptions of the education quality evaluation monitoring system and the descriptions of the education quality monitoring tools that are included in it. As part of this activity, it is envisaged to carry out an analysis of the current situation, to prepare a proposal for the establishment of a common education quality monitoring system, to gain assurance in a pilot regime on the compliance of the planned monitoring tools and activities with the planned objective and to organise their implementation in the quality monitoring processes of the entire education system;2. Establishment and implementation of a national research programme in education. This activity is intended to develop a model of public procurement education research with an emphasis on the implementation of long-itudinal research and to ensure the implementation of such a programme of research in education up to 2023;3. Twinning, strategic communication and training measures on the monitoring of education quality assessment and its use in the development and implementation of education policy for the direct and indirect target groups of the project. Within the framework of this activity it is planned to implement training events, expert discussions, seminars and conferences on various aspects of education quality monitoring, results of research implemented within the framework of the project and education quality monitoring system activities in the implementation of project activities directly involved employees of the Ministry of Education and Science, State Education Quality Service, as well as educational institutions, research institutions and education administration institutions, who are directly involved in data collection and analysis of education quality monitoring system data and analytical tools. Implementation of the project is planned from April 2018 to December 31, 2023.The total eligible costs of the project are planned to EUR 4612770,69 (including identified discrepancies).The planned results of the project are:1. one, comprehensive system for monitoring the quality of education and ensuring its implementation;2. Nine studies on the quality of education have been carried out at national level.
