While in the administrative territory of Riga city, the activities of companies working in the Freeport of Riga make it difficult for residents and guests of the city to move unimpeded within the city territory. A special situation is in the vicinity of the Northern District of Riga city in Kundziņsala, where port terminals and residential areas are located in a relatively isolated and small area. Currently, the connection of Kundziņsala to the rest of the city is provided by two bridges used for road traffic. With the increase in traffic in the city of Riga and the shutting down of road freight traffic in the city centre streets, which are currently used for cargo delivery to port companies, the congestion of the urban transport infrastructure will increase and cargo delivery to the cargo handling terminals located in the territory of Kundziņsala will be difficult. The aim of the project “Transport of Transport from Tvaika Street to Kundziņsala” is to remove the bottlenecks caused by the bottlenecks in the operation of the infrastructure of the trans-European transport network by implementing the construction of the Trans-European Transport Network over Sarkandaugas. The project envisages the construction of a new traffic transfer to Kundziņsala, which will allow simultaneous crossing of existing railway access roads and Sarkandaugava duct, thus reducing the time and running costs of traffic participants. The project includes activities which do not qualify as commercial aid, as well as activities which, according to Article 56b of Commission Regulation (EU) No 651/2014 of 17 June 2014, ‘Aid for seaports’, qualify as compatible commercial aid as follows:•Operations which do not qualify as commercial aid: Eligible costs EUR 31266480,22, including Cohesion Fund financing EUR 23170928,52 and Freeport of Riga Freeport financing EUR 8095551,70; •Activities qualifying as compatible commercial aid: Eligible costs EUR 2068984,15, including Cohesion Fund funding EUR 1533280,48 and Freeport Riga Freeport Authority funding EUR 535703,67. The total eligible costs of the project is EUR 33335464,37, of which EUR 24704209.00 is Cohesion Fund funding, including pre-financing of the performance reserve EUR 1528367,00 and EUR 8631255.37 is the funding of the Freeport of Riga Authority. The implementation of the project will be completed by 31 December 2023.
