Construction of waste fuel recovery facilities in Ventspils, Talsu Street 69

The aim of the project is to reduce the amount of waste to be disposed of and develop waste recovery with energy recovery from waste generated in the territory of the Republic of Latvia. Implementation of the goal will ensure fulfilment of binding regulatory requirements in the field of waste management – the amount of waste to be disposed of will decrease and the proportion of waste recovery will increase.The project “Construction of fuel recovery facilities from waste obtained from waste in Ventspils, Talsu Street 69”, within the framework of which new recovery facilities of waste derived from waste (hereinafter – NAIK) will be created with the total NAIC recovery capacity of 15300 tonnes per year, including: 11000 t/year NAIK from waste generated in Ventspils waste management region (hereinafter referred to as Ventspils AAR) and 4300 t/year NAIK from adjacent AAR generated waste. The percentage of recovered NAIC produced from waste generated by Ventspils AAR is 71.89 %. Within the framework of the project, only high quality NAIC will be recovered, which complies with the regulatory enactments on waste classification and properties, which make waste hazardous, for the above mentioned class 191210 and at least Latvian standard LVS EN 15359:2012 "Street recovered fuel. Specifications and classes’ for the third quality class as regards the parameters net calorific value, chlorine and mercury. As a result of NAIC regeneration, heat energy will be produced annually at 44.3 thousand. MWh/year, electricity 12.4 thousand. MWh/year and thermal energy sold 31.7 thousand. MWh/year, electricity 10.6 thousand. MWh/year. Self-consumption requires thermal energy 4.9 thousand. MWh/year, electricity 1.8 thousand MWh/year. The heat produced by NAIC recovery facilities will replace the thermal energy currently produced with coal boilers. The energy efficiency ratio of the newly established recovery facility is 1.01. Total project costs – EUR 18150000,00, total eligible costs EUR 15000000,00, incl. Cohesion Fund support EUR 9184249,00. Duration of the project from the conclusion of the project implementation contract – 57 months.
