Acquisition of modern means of transport

The Sustainable Urban Mobility Plan of the Braşov Growth Pole (PMUD) and the Integrated Urban Development Strategy Brasov (sidu) highlighted between the main problems affecting the quality of life and mobility in Brasov municipality and its functional area the air and noise pollution due in particular to heavy road traffic from labor. Thus, the aim of the project is to increase the quality of life of the inhabitants of Brasov by improving the environmental conditions as a result of achieving a sustainable transfer of part of the modal share of private transport by cars to public transport and non-motorised modes of transport. The general objective of the project is to reduce carbon emissions in Brasov by increasing the attractiveness of public transport as a result of the modernisation of the vehicle fleet. Increasing the attractiveness of the public transport system is intended to discourage the use of the car for urban journeys and to reduce congestion and chemical and noise pollution caused by private transport, leading directly to lower CO2 emissions and other emissions (NOx, PM10, etc.). According to the “no project” scenario defined in the SUMP, the increase in the number of private cars in the near future will lead to a sharp increase in carbon emissions, which is why the “with-project” scenario (“do something”) requires concrete measures to increase the number of people using public transport and to abandon the use of personal authority. Thus, the replacement of public transport vehicles with a high age and increased physical and moral wear with new, energy-efficient and low-polluting transport vehicles is likely to increase not only the efficiency of public transport activity, but also the degree of attractiveness of this mode of transport among the working population and those in the metropolitan area working within the municipality. In addition, the project is part of a complex, integrated and complementary approach, along with other projects within the SUMP (projects targeting infrastructure used by public transport, components of traffic management systems as well as other investments aimed at reducing CO2 emissions in the urban area) so that its implementation will contribute directly to the reduction of car traffic and thus of carbon emissions in the municipality of Brasov. In these circumstances, the project fully meets the specific objective of investment priority 4e of ROP 2014-2020, which aims to “reduce carbon emissions in county municipalities through investments based on sustainable urban mobility plans”.
