Rehabilitation of integrated pedestrian traffic and cycling infrastructure with complementary facilities – Track 1

Two key strategic documents for the sustainable development of this area were developed at the level of Brasov Municipality and metropolitan area (overlaid by the Braşov Growth Pole in the 2007-2013 programming cycle). Thus, the Sustainable Urban Mobility Plan of the Braşov Growth Pole and the Integrated Urban Development Strategy Brasov developed in 2014-2016 analysed the existing situation and identified a number of shortcomings in terms of mobility and accessibility of Brasov municipality and metropolitan area. Thus, the increase in the quality of life over the last decade has led to an increase in the number of cars and, consequently, an increase in the number of journeys by private car to the detriment of public transport, walking or cycling. With the steady increase in the number of individual cars (both residents and commuters or tourists), the current traffic pattern has reached its limits and no longer has the capacity to adapt/extension. This is confirmed by the following points: — rapid increase in traffic values – increased traffic time – overrunning of parking capacity, especially in the central area of the municipality – traffic jams in certain areas of the municipality, especially in peak hours – the existence of black spots with high risk of road accidents (pedestrians, cyclists and/or motor vehicles) – increased carbon emissions (NOx, PM10, etc.) In addition, the network of bicycle paths is not coherent and properly developed, being fragmented, unsuitable in size, without connections to key areas of the city and with numerous conflicting situations with other road users (pedestrians, buses, etc.), and pedestrian routes, although arranged along the road network, are not designed to encourage walking as an alternative means of travel or leisure. In this context, the aim of the project is to promote and support the investments necessary for the development of non-motorised modes of transport in parallel with the deterrence of the use of private cars, thus creating the conditions for increasing the quality of life of the inhabitants of Brasov. The general objective of the project is to reduce GHG emissions in Brasov by increasing the attractiveness of non-motorised modes of transport and reducing travel by private cars. The Sustainable Urban Mobility Plan of the Braşov Growth Pole analysed the future evolution of urban mobility from the perspective of two scenarios, as follows: — the “do the minimum” scenario only involves the realisation/completion of the projects committed by the time of SUMP development, which will lead to a decrease in the quality of life by the lack of measures to counter the effects of increasing the number of private vehicles, the quality degradation of the public transport system, etc. – the “do something” scenario proposes the implementation of synergistically thought-out projects,
