Improving social services and urban public spaces for the population of the Black City Voda

The general objective of this project is to improve the quality of life of the urban population in the city of Negru Voda, Constanta county, by creating a social housing complex and ensuring the accessibility of the investment through the appropriate arrangement, according to the standards in force, of the pedestrian alleys and the green spaces adjacent to the roads that ensure the road link between the investment proposed by the project, the center of Negru Voda and its western extremity. Ensuring decent living conditions is an obligation of democratic states and at the same time a fundamental right of citizens. Thus, one of the most important elements is to ensure decent living conditions. The town of Negru Voda is the smallest city in Constanta county with a population of only 5,761 inhabitants on January 1, 2018, according to INSSE (the ETF III.4.a grid). Also, according to statistical data, the number of private dwellings existing at ATU level was maintained within constant limits: 1.897 at the level of 2014, 1.896 in 2015, 1.897 in 2016 and 1.894 in 2017. Which means that in a home there live on average 3 people. On the other hand, according to INSSE data, in 2017, the privately inhabited area was 74.016 sqm. Thus, by correlating with the number of dwellings existing during this period, we obtain a living area for each household (family) of about 39 sqm. According to Annex 1 – Minimum requirements for dwellings, of Law 114/1996 – Housing Law, the minimum useful area for a single person living in a studio is 37 sqm. This empirical mathematical calculation demonstrates that private dwellings within the ATU range do not conform to current standards. As regards the public housing fund at the level of ATU Oras Negru Voda, according to INSSE, there are 15 public dwellings registered. At the level of the City Hall, there are currently 19 rental agreements for homes. However, these spaces do not have the status of social housing and do not comply with the provisions of Law no. 114/1996. In addition, the number of dwellings under the administration of the ATU does not cover the demand for such social services, with a deficit in this respect: at the level of the City Hall, 57 applications for social housing were centralised between 2016 and 2018. As a result of the investigations, out of the 57 applications it is estimated that 38 of them fall under art. 42 and 48 of the previous law. In order to meet current needs, UAT Oras Negru Voda aims through this project to create 34 social housing, 18 two-room apartments and 16 three-room apartments by building 8 buildings with P+ 1E height and 3 buildings with P+ 2E height regime.
