Construction of Social Housing Ensemble and Modernisation Cocolor Street in Medgidia, Constanta County

The general objective of the project aims to increase the quality of life of the population in Medgidia by making complementary investments aimed at improving living conditions for vulnerable groups and improving the quality and appearance of urban public infrastructure. The northeastern part of Medgidia, in which the investments promoted under the project are located, is unfortunately still under the extremely negative effects generated by the industrial decline after revolution and especially of the Machine Tool Enterprise (IMUM). The gradual disappearance of this “giant” from the economic and social landscape of the municipality after the 90's and the massive layoffs had serious consequences on the development of the community. Many people were left unemployed and without other possibilities of professional reorientation, the incomes of families decreased considerably, some of them becoming materially deprived over time. In the fight for subsistence many have chosen to leave the city in search of a job abroad or in other parts of the country. Whole families dismantled as such and those who remained faced with growing problems that clearly accentuated the degree of poverty and vulnerability. From the point of view of the urban landscape, the northern eastern area is dominated by the over 30 ha of IMUM currently in ruin and at an accelerated rate of degradation. All these have created the “friendly conditions” for the development in the northeast of a marginalised urban area, called NORD barracks, the area characterised by a high degree of poverty. Following the analyses carried out in the framework of the Development Strategy of the Marginalised Urban Areas in Mun. Medgidia in Barăci area recorded a 93 % share of the population aged 15-64 who graduated maximum 8 classes (gymnasium) and a 45 % share of people with disabilities, chronic diseases or other conditions that limit their daily activities, values above the minimum thresholds of 22 % and 8 % respectively. Thus, the area records a very low level of UMAN CAPITAL. The Barăci area also has a very low level of OCUPARE in the formal sector, with the share of people aged 15-64 who are neither in formal employment nor in education at 83.1 % above the minimum to reach 22.5 %. At the same time, 98.6 % of dwellings (over the minimum threshold of 54 %) are overcrowded (< 15.33 m² per person) and 65 % (above the minimum threshold of 12 %) of households do not own the dwelling in private ownership, which shows that LOCUIRE conditions are extremely poor in the area. The investments promoted within the project are located in ZUM Barracks North and in an integrated way contribute to improving the quality of life of the population as it revitalises physically, economically and socially this marginalised urban area.
