General objective: Improvement of basic physical infrastructure through rehabilitation and modernisation of sections of the county road DJ 251, located between Matca-Cudalbi and Schela-Smardan, in order to ensure connectivity to the TEN-T network. Improving road infrastructure of regional importance, Investment Priority 6.1, Boosting regional mobility by connecting secondary and third-party nodes to TEN-T infrastructure, meet the urgent needs of local public authorities and service providers by providing access to financial instruments that contribute to improving the quality of the infrastructure for transport services. In this context, Galati County Territorial Administrative Unit, through Galati County Council, as the main promoter and applicant in partnership with Matca, Valea Marului, Cudalbi, Schela and Smardan communes, proposes a project to help strengthen the administrative capacity to provide road infrastructure of county interest. The assessment of the degradations of the county road sections DJ 251 from km 6+ 780.00 to km 23+ 840,00 passing through Matca, Valea Marului, Cudalbi and from km 61+ 460.00 to Km 72+ 400.00 between Schela and Smardan communes was done through technical expertise, establishing the conclusion of the rehabilitation and modernisation of these sectors with speed, ensuring continuity/complementarity with the project “Rehabilitation and modernisation of DJ 251 between Tecuci and Galati, km 24 + 000-53 + 350” implemented through ROP 2007-2013. Thus, the condition of this road sector is good, in the same state being the sector 53+ 350-61+ 460 km, which is not part of this project. Sector 23+ 840-24+ 000 falls within the eligibility criteria, not having failing on more than 10 % of the total road surface. These road sections will be functional at the end of the project and will have the same functional parameters (circulation speed, permissible load, etc.) as the rehabilitated and upgraded road sectors through the project. As a result of the realisation of the proposed investment within this project, through the rehabilitation and modernisation of 28 km of county road DJ 251, it will be ensured to increase the accessibility of rural and urban areas located close to the TEN-T network and respectively the mobility of the population in transited and adjacent localities.
