Increasing energy efficiency for the Emergency County Clinical Hospital "Sf. Apostle Andrei”

The general objective of the project is to increase the energy efficiency of the buildings where the Emergency County Clinical Hospital "St. Apostle Andrei”. The planned results and the proposed activities will lead to the achievement of the specific objective of Priority Axis 3, Investment Priority 3.1 – Supporting energy efficiency, smart energy management and the use of renewable energy in public infrastructures, including public buildings and housing sector, Operation B – Public Buildings, by contributing to the achievement of programme indicators and the impact of successful project implementation on the socio-economic evolution of the adjacent area and on the living standards of the population in adjacent localities. The implementation of the scheduled activities will lead to the achievement of the predetermined output indicators related to the C2, C5 and C6 bodies of the St. Andrew County Emergency Clinical Hospital by reducing the specific annual level of greenhouse gases (equivalent to CO2 tons) from 859,90 to 354,72 (by more than 60 %) and the annual primary energy consumption from 5674597.56 kWh/year to 3129260.90 kWh/year (by over 49 %). Also, the implementation of the project aims to: strengthening, renovating and upgrading the C2, C5 and C6 infrastructure; minimum 10 % of total primary energy consumption that is made from renewable energy sources, reduction of CO2 equivalent emission, reduction of specific annual primary energy consumption, reduction of annual primary energy consumption, use of environmentally friendly building materials with a fire response class A1 or A2-s1,d0, introduction of passive energy recovery systems and ensuring equal opportunities by creating facilities and adapting construction to the needs of persons with disabilities. Energy efficiency measures will be applied to building bodies that are part of a single building, with a single cadastral number and make up a functional unit because they are related to heated spaces. All 3 building bodies are occupied and administered by a sanitary unit of importance area – the County Emergency Clinic Hospital St Apostle Andrew serving through its services a population of 1 million inhabitants (Galati county and neighboring counties, according to the statistics provided by the National Health Insurance House). The importance class of AI buildings and are of county interest and public utility where the main user and beneficiary is the man. The activity has a permanent regime – 24h of 24h, 7 days a day, 365 days a year.
