Modernisation of transport infrastructure to reduce carbon emissions in the municipality of Barlad

Reducing greenhouse gas emissions in Bîrlad municipality through an integrated investment approach aimed at implementing environmentally friendly public transport solutions and creating infrastructure facilities to encourage the use of non-motorised means of transport. The proposed project is based on the directions of action and objectives outlined at the level of Bîrlad’s Sustainable Urban Mobility Plan, in terms of promoting sustainable multimodal urban mobility, focused on reducing CO2 emissions at local level, given that the proposed integrated investment measures lead to the transition from mobility based mainly on the use of private and motorised cars (modal share 2017-48.1 %) to one based on public public transport (estimated modal share 2023-43.9 %) and non-motorised modes of transport such as walking and cycling (the estimated modal quota 2023-26.8 %), concreteised in: the development of the public transport system by setting up 2 new transport routes on which electric buses will operate; development of a coherent network of cycle paths at project study area level that will encourage people to use non-motorised sailing by facilitating access to appropriate infrastructure; the development of pedestrian infrastructure through the development and modernisation of sidewalks, the modernisation/extension of pedestrian-only areas in order to increase the attractiveness and encourage travel and walking, leading to an increase in the number of pedestrians. The interventions to make urban mobility more efficient in the area of influence of the project, through the development of the electric public transport system and non-motorised modes of transport are fully reflected in the main objectives of the SUMP Birlad municipality aiming at the sustainable development of mobility in the study area of the project in the period 2017-2030. Relevant to the projected theme of the investment are the specificities of the municipality of Bârlad as the place of implementation of the project, namely: — the level of CO2-equivalent emissions from motorised road transport at applicant level (Bârlad Municipality) compared to the number of population of the territorial administrative unit for 2017 (72.188 persons on 1 January 2017 according to INSSE) is 0.27 tCO2/year/pers., however, in the context of the intensification of motorised transport will increase, and investment measures are needed to stop and reduce it; — the number of population in Bîrlad- 72.926 inhabitants according to the data published by the National Institute of Statistics on 1 January 2016; the population served by the investments made in the project is represented by the population of Bîrlad municipality, namely 72,926 persons.
