Nordic Digital Health Center “A test bed in reality”

Sweden and Norway face major challenges in terms of the scope and quality of welfare services. We live longer and our demands for welfare services of various kinds are increasing. The demand for healthcare will increase drastically in the future as we live longer and expect to have a high quality of life far up in the years. In the field of health and social care, intensive work has been going on for many years to bring digital technology into both technical applications and the management of information flows. The main problem in general is that it has been difficult to take the starting point on how healthcare’s work processes should be developed. Instead, existing/old information technology has been applied over the years to existing healthcare processes to streamline and automate the work. This has made it difficult to further develop the part of healthcare production that is dependent on information technology by being locked into old investments that have not been modular and easily interchangeable. This relationship has been strengthened by the fact that the Public Procurement Act, LOU, has been perceived as limiting in procuring new technology with development content which reinforces the focus of public actors to acquire old proven technology Content. The project is an initiative through the Nordic Digital Health Center (NDHC) to establish a national centre, a test bed, for development and research in the field of care process development with information technology. Other welfare services will also be addressed, but care and care are the main focus. The project’s working method is to cross-fertilise health and social care skills with technology expertise in information technology, research in healthcare production, integrity, security and service innovation. An important ingredient in the development work is to extensively use employee and user involvement in the processes to ensure good quality throughout the entire development chain. The project programme is divided into two main stages – pre-project (phase 1) and main project (phase 2). This application relates to the pre-project, which for about 18 months will prepare collaboration platforms, building up a project organisation, drawing up detailed project content, identification and contracting with project partners, detailed funding and preparation of upcoming project applications. The pre-project will act sharply by launching concrete test projects in the test bed, but mainly the pre-project will be focused in three steps on the construction of the test bed and its contents. The project is conducted as a collaborative project with Karlstad University (Kau).
