The main objective of the project is to improve the internal communication of the region by purchasing 8 modern electric rail transport units (the so-called electric traction units). The project is aimed mainly at railway passengers (both residents of the voivodship, as well as persons outside the Lublin region, using transport for family, tourism or business purposes), who form the target group of the project. The scope of the project will include the following tasks: — Feasibility study – Project management – Purchase of rolling stock – Promotion of the project Purchase of modern rolling stock will help to solve the following problems: — low quality and attractiveness of services provided in public rail collective transport in Lubelskie voivodship and the associated reduced transport accessibility of the voivodship; — decrease in the number of passengers using regional rail transport in the voivodship; — the increase in environmental damage resulting from increased use of individual transport; — the existence of barriers to travel of people with reduced mobility. The project is part of the “Strategic Development Programme for the Development of the Lublin Voivodship”, which serves to implement the Lublin Voivodship Development Strategy, in particular in the area of action 2.2 above. The programme shall: Modernising and improving the functioning of regional rail links. Chapter 7.3 of the Programme indicates the purchase of modern rolling stock for regional passenger services as one of the proposed lines of intervention. The ‘Number of persons using the purchased non-urban passenger fleet per year (persons/year) was selected as the result indicator’.
