Improvement of infrastructure conditions in the diagnostic and medical laboratory network

The aim of the implementation of this scheme is to improve health diagnostic activities and thus the efficiency of care. The project is implemented by ÁEEK as an institution maintenance priority project. The project management directorate of ÁEEK carries out the implementation and operational implementation. The construction consists of two components: A) Improving the infrastructure conditions of pathology B) Improving the infrastructural conditions of the medical laboratory network As a result of this construction we will significantly increase the equal chance of access to diagnostic services for the population by completing development in 44 cities in the less developed region. We reduce the time and burden of patients in the healthcare system, improve the quality and cost-effectiveness of the healthcare system by improving the infrastructure, instrumentation and operating conditions of the pathology departments and the medical laboratory network, by developing methodologies, and by making optimal use, development and training of existing human resources. The target groups of developments on both diagnostic branches are twofold: • Direct target groups are those using diagnostic services. • Due to the nature of diagnostic services, the indirect target group is the Hungarian population affected by the disease, the co-professionals using diagnostic services. • The latter are virtually all medical professions: primary care — home doctor; specialised care — clinical professions (internal medicine professions: internal medicine, neurology, pediatrics, infectology, oncology, pulmonary medicine, anesthesology, etc./surgical professions: surgery, traumatology, obstetrics-gynecology, orthopaedics, ophthalmology, ophthalmology, urology, etc.) Medical laboratory diagnostic development activities: Complete replacement of the medical machine and instrument park of 1 priority county laboratory for equipment connected to a larger capacity and fully automated system. Replacement of the medical machinery and instrument parks of 6 high-level county laboratories for medium capacity and fully automated systems. Replacement of 4 high-level county laboratories’ medical machinery and instrument parks for equipment connected with small capacity and fully automated systems. Replacement of the missing or outdated laboratory diagnostic equipment of 5 institutions to be developed. Establishment of a complete microbiological laboratory and replacement of outdated microbiological equipment of 3 Institutions. Purchase of 13 institutions to be developed next to a patient bed diagnostic system. System assembly 1 central and 4 handheld devices to ensure the rapid accuracy of the patient’s test results and the accuracy of the documentation. 1 methodology for the comprehensive operation of laboratory diagnostics by developing professional, economic control systems based on consensus within the profession. Development of 1 methodology on the development of close blood collection facilities for the population and the system of conditions necessary to achieve this. Training in laboratory consultants in 18 counties (except Budapest and Pest county) for 180 lab staff and general practitioners. Connecting its diagnostic and care departments in 10 institutions to be developed by building a pneumatic pipe mail system. Pathology development activities: The adaptation of the existing pathological equipment of 26 institutions to be developed into the IT system through the purchase of hardware equipment and the purchase of 80 office workstations for medical clerks employed in the Institutions in order to facilitate documentation work (data recording, finding, documentation). The purchase of 99 pathological finding stations for specialists and residents working in the staff of the Institutions in order to facilitate and accelerate diagnostic evaluation work. Replacement of the complete outdated medical machine and instrument park of 14 AEEK-maintained central pathology, with a modern, accurate recordable automated system. Development of 1 system of artifact harmonisation on pathologies, thus ensuring the development of a uniform descriptive form, which allows pathological deposition of uniform format and standardised structure. Installation of a uniform descriptive and sample registration software on 40 pathologies. Refurbishment of autopsy rooms and places of mercy in 30 hospitals.
