The project aims to encourage Lithuanian residents to acquire the necessary skills to use the Internet efficiently, diversely, safely and responsibly, by actively involving local communities in these activities. In order to encourage Lithuanian citizens to discover the benefits of internet, information and communication technologies (ICT) products and services, it is necessary to inform the Lithuanian public, in particular the target groups in the digital divide, about the opportunities offered by ICT, and to encourage people with limited digital skills to become smart ICT users. In order to achieve these objectives, a project shall be implemented, which will include: • Encouraging people in Lithuania who do not use the Internet to start using ICT. This will involve local communities and their “digital leaders” who will encourage community members to become interested in ICT, develop and improve their digital skills, and participate in cyber-enabled ICT opportunities. The project will also use and develop a sustainable network of young e-Scouts (volunteers) to help members of the local community provide mutual assistance and learn to use the internet, electronic services and share knowledge and experience relevant to that community on the use of ICT; • Encouraging people in Lithuania who use ICT to improve their digital skills through effective, diversified, safe and responsible use of the opportunities offered by ICT for quality of life and working life. Public Internet Access Points in libraries whose infrastructure will be upgraded by the Martynas Maþvydas National Library of Lithuania (hereinafter — LNB) will be used to carry out the project’s activities in all municipalities.
