Development of the common medical emergency and disaster management information system (1st stage)

The aim of the project is to implement ICT solutions for the improvement of emergency medical assistance (hereinafter NMP) for Latvian residents in life and health critical situations.The project aims to:1) improve the NMP service’s core activity processes and promote interoperability with other institutions of the health sector.2) to ensure user-friendly access to the first aid training service.The main project activities are:1.To improve the operational speed of medical data circulation about the patient’s health situation during the NMP call for a more accurate decision on the amount of treatment required;2. Implement a solution for integration with health sector data warehousing and other external systems by introducing centralisation, management and control of external information flows in order to ensure the availability of additional medical data on patients from other health sector institutions;3. Develop the sharing functionality for the introduction of electronic documentation for the transfer/acceptance of a patient from the NMP brigade in the hospital and conduct piloting in collaboration with at least 3 hospitals.4. Introduce technical solutions for electronic monitoring and analysis of the emergency medical quality control criteria and automated solutions to improve the quality of data input;5. Implement a solution for the electronic management of teams of the NMP service, the Specialised Medical Centre (hereinafter SMC);6. Improve the role and functionality of the dispatching solution by optimising the medical data on patient representation (both internal and external systems) necessary during NMP call execution in order to improve the decisions made by medical practitioners on the most optimal treatment volume for the patient.7. Create a “First Assistance Training” electronic service on www.latvija.lv8. To ensure the security of the NMP service Information Systems (hereinafter – IS) and data security by conducting the security audit of the NMP service IS and, based on the developed recommendations, to improve the security policy and user management of the NMP service IS. — improved 5 operational processes; — increase of the number of e-service use in improved e-services – 60000 visits per year.The total project funding is EUR 1000000, of which ERDF funds EUR 850000.The project is expected to be completed in 2021.
