E-Customs (1st stage)

The aim of the project is to reduce the administrative burden for business and increase the competitiveness of European Union (EU) economic operators in the common market, as well as to improve the efficiency of existing customs processes and procedures.The main activities of the project are:1.Electronic electronic customs data processing system (EMDAS) electronicisation of customs decisions (authorisations), data exchange with the European Commission will be supplemented by functionality for customs decisions, as well as national authorisation data processing, data exchange with the central system of the European Commission, ensuring unified control of application of customs decisions (EMDAS) will be supplemented by functionality of customs decisions provided for in EU regulatory enactments, as well as national authorisation for data processing, data exchange with the European Commission’s central system, ensuring unified control of the application of customs decisions.Examination of the administrative procedure. The introduction of the Automated Export System (EMDAS) Export control system and related systems (including data exchange), extension and adaptation to EU requirements.New functionalities will be introduced ensuring the optimisation and improvement of the export of consignments and other related processes related to the export of goods.Progressive extension of the Transit Control SystemEMDAS Transit control system and related systems (including data exchange) extension and adaptation to EU requirements; Electronicisation of other transit related processes.4.Improvement and automation of processes related to arrival, presentation, placing in temporary storage places and accounting of goods. The compliance of electronic arrival notifications, statements of presentation and temporary storage processes with EU requirements as well as the related control processes will be ensured. A new possibility of moving goods between temporary storage facilities will be introduced. 5.Introduction of an EU single guarantee systemElectronic Customs Data Processing System (EMDAS) and related systems complementing it, ensuring the process of managing and controlling guarantees in national systems. Complementing the integrated tariff management system to adapt the integrated tariff management systems and related systems to EU requirements, including verification of the reliability of the data, verification of new tariff and tariff relief measures, Surveillance (additions to the system of data transmission to the European Commission (EC) etc. Compliance with EU requirements for data processing related to the application of tariffs and payments, automated control of restrictions and conditions related to movement of goods.7. Gradual extension of the Import Control System; The introduction of the Automated Import System (EMDAS Import Control System (import declarations, classifications required for imports, average statistical prices) and the harmonisation, extension and adaptation of related systems (including data exchange) to EU requirements. New functionalities will be introduced, ensuring compliance of electronic entry processing, including simplified procedures processing with EU requirements, data exchange with the central systems of the European Commission (EC), providing for automated control of related documents necessary for application of import procedures, development of an average statistical price calculation mechanism, etc.8.Introduction of user administration and connection with EC central systems In addition to SRS Electronic declaration system, development of a single access point for the EU central customs information systems through the automation of the application of the EMD and the processing of the related data. DNA complements and structural changes will be carried out, ensuring obtaining of different customs reports and analytical reports in a single system, thus optimising the existing data flows, data selection possibilities and work of SRS officials.10.Electronisation of cash declarations EMDAS and related systems supplemented with functionality for processing of cash declarations data, ensuring also preparation of reports. Processing and recording of electronic cash declarations will be ensured.In addition to the main project activities, regular system performance and security audits, free training of system users, project management and publicity measures will be provided.As a result of the project activities, 18 SRS core activity processes will be improved, in addition to the improvement of 39 SRS e-services provided within the process.The project will be co-financed by the European Regional Development Fund funds.
