Background: In 2011, the Municipality of Dunaföldvár gave a mandate to Gemenc BAU Tolna KFT., taking into account the level of demand for water planning and the corresponding technical development needs, to organise the drainage ditches in Dunaföldvár, Völgy Street, Aradi street, Erkel F. and Sallai Street, and to prepare the water planning documentation for the construction of water rights in the Kenderland ditch, with which the Municipality may apply for support for the implementation of the investment under the DDOP. The Floor I Water Management Authority issued a permit for the construction of water rights in Dunaföldvár town of Völgy utca, Aradi street, Kenderland ditch drainage by Decision No 23000/2011 and No 54043/2012 (hereinafter referred to as the ‘basic decision’). The basic decision became final on 19 July 2012. Subsequently, the Departments of the Disaster Management Authority of Fejér County, the Deputy Director’s Organisation, the Disaster Management Authority’s Departments, as the determining authority, amended the basic decision as regards the change and compliance with Völgy street topographical numbers and other statements of public utilities and recipients in point 2 of the basic decision. It also changed the period of validity of the final water licence to 31 July 2017. In the current tender, the above mentioned installation permit will be built for the drainage of rainwater in the Hempland ditch, and in addition to the construction of the Záportárvár. The purpose of the water organisation is to: The safe drainage of the rainwaters falling into the catchment areas of the town of Dunaföldvár in Völgy Street, Arad street, Erkel F. and Sallai Street and the Kenderland ditches, the construction of the necessary ditch system and the construction of the structures providing the drainage, in order to avoid rainfall damage by creating the possibility of continuous maintenance. The purpose of the planned water planning is also to eliminate the upheaval of the ditch bed and to develop an aesthetic bed suitable for the smooth draining of significant floods. The town and the administrative area of Dunaföldvár is situated on the right bank of the Danube in an area of 11.000 ha, of which the size of the inhabited urban area is 693 ha. In addition to the central inhabited area, Vilmos and Baróta have a significant population. The slope in the south-east is situated between 95.00 and 170,00 mBf. Its natural eastern border, which is also the recipient of the drainage waters, is the river Danube. The city is situated directly on the bank of the Danube between 95,00 and 125,00 mBf. The terrain rises strongly west of the Danube, followed by a deep parade, with an average drop of 6-10 % above it. The village is crossed by main road No. 6 north-south and the Paks Dunaújváros railway line. The most important crossing of the Danube is the recently renovated steel bridge. The area as a whole is characterised by the macroporous loess soil, which is cut off from the hillsides. It is an ongoing task to resolve problems caused by the Danube loess wall. Groundwater, which is not aggressive except for one or two places, occurs at 1-35 m below the terrain. Rainfall in the area varies from 550 to 650 mm on average over 20 years. The most condensed period is May-July. In some cases, a small area distribution is caused by short-term showers of between 30 mm and 80 mm. The city is protected against floods on the Danube due to its high-cost nature. Most of the water-related problems are related to snow melting and heavy rains. The south-east slope of the municipality also determined the flow direction of the watercourses. Typically hilly watercourse is the Nagykarácsony watercourse managed by KÖVIZIG and the lower section of the Oláhvölgy ditch. The hillside area is divided into two parts by the above mentioned two KÖVIZIG treated watercourses. The section of the Oláhvölgyi ditch above the main road No. 6 and the Ringűs stream, which only touches the administrative area from the south, are classified as public watercourses. Of the associated watercourses, only the Kertkanal ditch affects inland areas. The Danube is hosted by the river Danube. In Dunaföldvár, rainwaters can basically be introduced into the Danube, except for the period of extraordinary flooding, in these rare periods the rainfall drainage system, if the accumulated water can cause problems, mobile overheads should be used. The immediate environment of Dunaföldvár is not endangered by flooding, but an inland area can be formed in the southern border of the city, around the fairground and below it, between the main road No. 6 and Bölcskei street. In case of heavy rainfall in the area without rainfall: on the section of the main road No. 6 between Köri u.- Vörösmarty u., on the section between Paksi u. — Outer gardens, a wet evaporation can be formed.
