North of Opportunities — JobBoost Northeast Finland

The North of Opportunities — JobBoost North-East Finland project develops solutions for labour market mismatches and the recruitment of skilled labour. The project is implemented in the area of Kuusamo, Taivalkoski, Pudasjärvi and Posio. The main implementer of the project is Naturpolis Oy. Participators include the city of Pudasjärvi, the municipality of Posion, the Kuusamo office of Kainuu Vocational College, KSAK Oy and the joint municipal education association OSAO. The project will be implemented between 1 May 2020 and 31 December 2022.The main objectives of the project are: 1) improve the timely redirection of jobseekers to services and jobs in the region, taking into account the specific needs of specific groups (such as young people and migrants). 2) to meet the skills development needs of enterprises and job-seekers(3) to meet mismatch challenges and to improve the availability of a skilled workforce in enterprises.The main objectives include the development of cross-municipal and organisational cooperation and the use of local knowledge in employment-related processes. The aim is to create permanent partnership models and an image of a single work area. The project consists of three työpakettia:TP1: Service process developmentService processes are developed by building regional and local partnership models that engage different actors to develop cooperation on employment services to serve more efficiently and flexibly the needs of job-seekers and employers’ customers. Local partnership models will be built in Kuusamo, Taivalkoski and Pudasjärvi. The section also develops a work-agent approach.TP2: Development of training agent activities The measures in the package relate to the development of the training agent activity. The purpose of the activity is to identify and respond to the skills development needs of both job seekers and employers in an individual and flexible manner. Training agents work closely with job agents. The work package measures are implemented by the Kuusamo office of Kainuu Vocational College, KSAK Oy and the Education Municipality Corporation OSAO.TP3: Recruitment of skilled workforceThe recruitment of skilled labour is promoted by promoting job opportunities in the region and by developing recruitment and installation models. The measures take into account in particular the specificities of international recruitment. Measures will be implemented in Kuusamo, Taivalkoski and Posio. During the Potential North — JobBoost North-East Finland project, regional and local partnership models will be created, e.g. job-seekers will be employed or redirected to the right training or other service faster, the unemployment rate in the region will fall faster than the national level, and the employment area will expand and create a positive image of the employment area in North-East Finland. The model of recruitment and installation services developed in the project, together with the marketing of the region’s job opportunities, makes it possible to successfully recruit outside the area. As a result, the availability of skilled labour in enterprises will improve and the number of unfilled jobs will be reduced.
