Savonlinna International Education Center (SIEC Ltd.; “International Savonlinna, Free University of Savonlinna”), whose operational programme will be specified in the future business plan, which is one of the important outputs of the pilot phase. The final output of six months will be a report on how the practical activities and the outputs resulting from the pilot project will be carried out: 1) design the operating model of the Continuing Training Centre, which will provide the framework for the Centre’s practical operation. The model outlines how education is organised for Haidian’s administrative authorities, principals, teachers and students; the plan covers the scheduled further progress of the entire educational package; (2) the pilot phase will result in a business plan for the further planning of the project and the subsequent establishment of a training export company; the plan creates the conditions for a follow-up project aimed at setting up a training export company (SIEC Ltd.). 3) Assembling the Finnish partner network is the result of bringing together and engaging the cooperation teams, 4) The aim of the future company is to create permanent jobs for educational professionals in South Savo in different organisations. Based on previous experience with Russia/Stetard, it is estimated that the entire work will take about three years in the future, when a comprehensive marketing plan has also been drawn up. The process-like work proceeds, of course, in a flexible manner, taking into account the wishes and schedules of customers.Haidian’s Mayor and Deputy Mayor of Education have taken the initiative in wishing to establish a continuing training centre in Savonlinna. At the same time, they have been fond of South Savo partner relations with St. Petersburg schools. Although the organisation of education in Finland, China and Russia differs, there is a strong common will for cooperation: China has embarked on a comprehensive reform of national education, based on its guidelines for the success of the Finnish school, e.g. in Pisa studies. Partner school cooperation on the island of St. Petersburg in St. Petersburg gives credibility to international cooperation. The well-planned cooperation will strengthen the results of the training and create the conditions for the construction of an economically healthy and sustainable educational export product in Savonlinna and the whole of South Savo. In the future, the aim is to attract customers from other industries (e.g. medical care, welfare services, bio-engineering, nature tourism, camp school activities, etc.); the main focus of this project is China’s market demand, but also the countries of Russia and the world’s Western Economic Area. The City of Savonlinna and the Beijing/Haidia Region, as well as Mind Ecucation Ltd, the listed education company, have concluded cooperation agreements between them. The focus is on practical training based on research data, where Finnish curriculum competence and its practical application are practiced in a Finnish school environment. The aim is to focus on democratic teaching and learning of pupils, as well as understanding learning, rather than outside learning. The themes of sustainable development are at the heart of the learning packages. The start of the teaching is to be carried out from the integrative upper secondary school studies (English as a working language) at Savonlinna Art School. Designing new learning packages and systematic organisation requires careful research-based preparation, which will be planned during this pilot project. Our partner at St. Petersburg State University’s Department of Economics (Unecon) strengthens international and interdisciplinary university knowledge sharing. The basis is the so-called 21st century skill requirements based on scientific research. During the process, future course trays will be developed jointly, listening to customers.
