Activities carried out through this national project will be carried out on the basis of competences arising from specific regulations, such as Act No 453/2003 on state administration bodies in the field of social affairs, family and employment services and amending certain acts, as amended, and Act No 5/2004 on employment services and amending certain acts, as amended (hereinafter referred to as the Employment Services Act). The project will implement the selected active labour market measure under Section 54 of the Employment Services Act in the selected regions through the Offices of Labour, Social Affairs and Family (hereinafter referred to as “the Office”). The competence for the authorities to apply active labour market measures derives directly from the Employment Services Act (Section 13(1)(o). The rationale for the solution through the national project is clearly apparent from point C.18 of Slovak Government Resolution No 476 of 26.8.2015 on the draft Act on support for the least developed districts and amending Act No 561/2007 on investment aid and amending certain acts, as amended. It is therefore considered to be effective and justified by one national project to ensure that a summary of the project’s activities supporting the acquisition of employment is carried out in the eligible territory of the Slovak Republic. In addition, compared to demand-oriented projects, the administrative burden of implementing national projects through employers’ offices is significantly lower. Submission of applications for financial contributions, claims for payment, proofing them (including reimbursements) is easier and implemented at shorter intervals. The implementation of national projects focusing on active labour market measures through the offices is also considered by the European Court of Auditors to be less risky and far below the tolerated error rate (2 %).The project will be implemented through six main aktivít:Podpora job creation for UoZSupporting job creation for Zuoz with special regard to DNOs in social enterprises for labour integration created under the Employment Services ActSupporting job creation at public employersEngineering and in agricultural primary productionProviding a financial contribution for commutingProviding individualised UoZ services. activity 5 and partly Activity 6 uses the Standard scale of unit costs. The target group of the project is in line with the OP HR: Jobseeker, disadvantaged jobseeker, Employee, Employment Service Providers, Self-employed Person.Contributions will be provided by the authorities in accordance with the applicable wording of the Act on Employment Services.
