Improvement of water infrastructure in the Port of Liepaja

The Port of Liepaja is the port of the comprehensive TEN-T network, which serves the EU internal market, where the intensity of large-tonnage ships’ movement has increased significantly with the implementation of the Cohesion Fund (CF) project “Dreepāja Port of Liepaja”. In some cases, as a result of water level fluctuations, ships have to leave Liepaja with reduced safety reserve (water depth below the keel), which results in a significant increase in the likelihood of marine casualties.In order not to endanger ship-to-ship safety when they leave the port with a reduced safety margin, companies of the Port of Liepaja regularly carry out final loading of ships in the port’s external voyage using “ship-to-ship” cargo transhipment method. On the port’s external voyage, ships are fully exposed to the open sea, thus endangering the vessels involved in the cargo operation, as well as the marine environment from pollution caused by the cargo and oil products of the ship that has landed at sea.The problem would be solved by improving the port’s water infrastructure, which includes the establishment of a shipway extension – an anchoring point in the port’s internal voyage, which will allow ships to be permanently loaded in the port aquarium where they are protected from open sea by the port’s hydrotechnic system. The improvement of the fairway, which includes its deepening, expansion and straightening, will ensure safe movement of ships until they reach the port’s hydrotechnical defence structures – jetties and wavebreakers, protected in the port aquatorium.The aim of the project “Improvement of water infrastructure of the Port of Liepaja”: To eliminate the restrictions caused by problematic points in the operation of the trans-European transport network infrastructure by implementing measures to improve the water infrastructure of the Port of Liepaja. Within the framework of the project the following water infrastructure improvement actions will be implemented:•Improvement of the shipping route, including the establishment of an anchoring site at the Freeport of the port area; •Renovation and reconstruction of hydrotechnical structures of the port – jetties and breakwaters, including the installation of navigation signs.The activities carried out as a result of the project will significantly improve the safety of large-scale vessels by visiting the Port of Liepaja, thus reducing potential losses of maritime traffic participants, including the ship’s idle time and the losses of the economies of importing countries, which are related to untimely cargo receipt.The total eligible costs of the project are EUR 30293448.49 for the project, but EUR 24155756.94 for the EU Cohesion Fund. The total cost of the project is EUR 39160728,97, of which ineligible costs are EUR 8867280.48, including EUR 6796490.15 is value added tax. The total duration of the implementation of the project is 34 months.
