Development of information and communication technologies for the Ministry of Agriculture and its subordinated institutions

The project is aimed at increasing the efficiency of the agricultural sector institutions by improving the main activity processes of institutions, ensuring interinstitutional cooperation, improving electronic services, as well as developing a centralised shared information and communication technology (ICT) infrastructure.Project aims:1. Developing a model of unified and centralised farm inspection processes to increase their efficiency;2. Improving the efficiency of the provision of services by agricultural institutions;3. Reduction of administrative burden in the framework of services and inspections in the agriculture sector4. Improvement of the effectiveness and quality of ICT support in the agriculture sector.To achieve the objectives of the project, the following activities are planned to be implemented within the framework of the project:1.Project management – provided management of the project according to planned plans.2. Audit of IT systems in the field of farming and development of a unified ICT architecture – within the framework of the project will be audited the information systems to be improved within the project before the start of project implementation. Within the framework of the operation, an analysis of the operational processes of the farming sector will be carried out describing the non-exhaustive processes planned in the project, the existing possibilities for unification and centralisation of them and the necessary development of ICT support, as well as a plan for the implementation of the agriculture industry processes and the implementation of the ICT support architecture architecture. 5.Improvement of the operational processes of the agricultural sector institutions – the operation includes the development of technical specifications for the development of ICT support necessary for the improvement of the operational processes of the agricultural sector institutions (development of information systems), including:•reducing the proportion of paper documents and implementation of electronic document circulation in the agency;•Information exchange with other public administrations using the State Information System interoperability;•ready to start using the official e-address in 2018.6. The work processes of the sector inspection have been improved, including the core activities and ICT management processes, which are subject to fully electronic processing of information (2017-0, 2022-5, 2023-32);2. Services providing fully electronic information processing and circulation (2017-0, 2022-5, 2023-15);3. Reduction in inspection time (0 %, 2022: 20 %, 2023 to 25 %);4. Share of electronically supplied services (2017-46 %, 2022-56 %, 2023-66 %);5. Institutions using a shared platform developed within the Project (2017-3), 2022-7, 2023-7.Project Outcome Indicators:1. A centralised sharing platform has been established (2017-0, 2020-0, 2023-1);2. Centralised sharing solutions of the Ministry of Agriculture (MFF) have been improved (completed customer relations management system, unified electronic mail system of the industry) (2017-0, 2020-2, 2023-2);3. Improved centralised ICT infrastructure of the farming sector (2017-0, 2020-1, 2023-1);4. Improved information systems for the main activities of industry institutions (IS) (State Technical Monitoring Agency (VTUA) IS, State Plant Protection Service (SAAD) Information System for Cultural Monitoring, Food and Veterinary Service (FVD) Register of Veterinary Medicinal Products, State Forest Service (VMD) Forest State Register (MVR), Ministry of Integrated Fisheries Control and Information System of Latvia, Agricultural Data Centre (LDC) IS, Rural Support Service (LAD) IS) (2017.-7. The total planned funding for the project is EUR 5000000, of which EUR 4 250 000 is ERDF (85 %) and EUR 750 000 is co-financing from the state budget (15 %).
